PROBATIONARY DRIVERS

All new drivers will be issued a Probationary Driving License and they will have to undergo a two-year probationary period before they can obtain a Competent Driving License (CDL)

During this period these drivers will have to exhibit their "P" plates on the top left-hand side of the front and rear windscreens of their vehicle. For motorcyclists, the "P" plates have to be placed above or below the headlights and above or below the registration plate at the rear. Other conditions for probationary drivers are:

i) ensure that the Proportion of alcohol in his breath, blood or urine is at 0.00 level

ii) at all times carry his probationary driving license while driving

Those who fail to display their "P" plate and other conditions could be fined up to RM1,000 and jailed up to 3 months for the first offence. They will also be given a 10 demerit point penalty under the KEJARA Demerit System for failure to display their "P" plate and 5 demerit points each for the violation of the other 2 conditions. Probationary drivers who record 10 demerit points will have their licenses revoked. New drivers of heavy vehicles (Class E, E1 and E2) must first possess a Class D driving license and undergo the 2 year probationary period.

APPLICATION FOR PRB


Required documents :

  • Completed JPJL1 Form

  • Test Card for Part I, II and III - JPJL3

  • Provisional Driving License (PDL)

  • 1 color photograph (25mm x 32mm)

  • Payment of RM60.00 for Class D, F, G, H, I and RM40.00 for Class A, B, B1, B2, C

Condition: Application for a PRB license must be forwarded not later than 1 year after successful completion of Part I, II and III.

APPLICATION FOR A COPY OF PRB


Required documents :


  • For a lost Probationary Driving License


  • A Police Report or a Statement of Oath

  • Completed JPJL1 Form

  • 1 color photograph (25mm x 32mm)

  • A photocopy of National Identity Card

ADDING NEW CLASS

 

Qualification :

 

After passing all the tests in the required classes.

 

Required documents:

  • Original Probationary Driving License

  • Provisional Driving License (PDL)

  • Completed JPJL1 Form

  • Test Card for Part I, II and III (JPJL3)

  • 1 color photograph (25mm x 32mm)

  • Payment of RM5.00

 

UPDATING INFORMATION

 

Required documents:

  • Original Probationary Driving License

  • 1 color photograph (25mm x 32mm)

  • Completed JPJL7 Form

  • Payment of RM5.00 (no charge for change of address and new National identity card number)

CONVERTING A FOREIGN TO MALAYSIA PRB

 

Condition 1 : Holders of valid domestic driving licenses from countries with reciprocal agreement with the Government of Malaysia. Required documents:

 

  • Foreign driving license and its photocopy

  • Translated script (if the license is in other than English language) in English or Malay language by the Embassy of the issuing country or licensing authority

  • 1 colour photograph (25mm x 32mm)

  • International Passport/Travel Document

  • Payment of RM60.00 for 2 years

  • Completed JPJL1 Form

Condition 2 : Holders of valid foreign driving licenses from countries that do not have reciprocal agreement with the government of Malaysia but are Member/contracting countries of the United Nation Conference On Road and Motor Transport, Geneva (1949 and 1968) can apply to the Director General, RTD to be exempted for tests to obtain a driving license based on the following criteria :-

Malaysians

  • Malaysians returning for good from overseas (after studies, jobs, etc)

     

    Required documents:

  • Application Form 'Attachment B-2' duly completed

  • Certified copy of valid foreign driving license

  • Translated script (if the license is in other than English language) in English or Malay language by the Embassy of the issuing country or licensing authority

  • Certified copy of National identity card

Non-Malaysians

  • Expatriates with valid work permit exceeding one year from the Department of Immigration

  • Spouses or children of expatriates with valid dependent passes exceeding one year from the Department of Immigration

  • Spouses of Malaysians who are foreigners must have Permanent resident status to be eligible to apply

     

    Required documents :

  • Application Form 'Attachment B-2' duly completed

  • Certified copy of valid foreign driving license

  • Certified copy of passport and relevant work permits/dependent passes

  • Translated script (if the license is in other than English language) in English or Malay language by the Embassy of the issuing country or licensing authority

Notes : Foreigners with work permit or temporary employment passes for less than one year or on a social visit are not eligible to apply.

Successful applicants will be notified, and are required to pay RM20.00 (processing fee) in addition to the license issuance fee of RM60.00 which has to be submitted together with the following documents at any RTD state office.

  • Translated script (if the license is in other than English language) in English or Malay language by the Embassy of the issuing country or licensing authority

  • 1 color photograph (25mm x 32mm)

  • International Passport/Travel Document

  • Completed JPJL1 Form

  • Letter of approval from the Director General, RTD


APPLICATION FOR COMPETENT DRIVING LICENSE

Required documents:

    • Original Probationary Driving License (PRB)

    • 1 color photograph (25mm x 32mm)

    • Payment according to class

 

Condition: Renewal and issuance of Competent Driving License (CDL) for one (1) year period only is approved for applications before seven (7) days of expiration day of Probationary Driving License (PRB). The renewal transaction for one (1) year period is done automatically by RTD computer system, once the application is verified.
